TOPIC AREAS:

PACON invites and encourages all interested parties to participate in PACON 2010 by contributing oral presentations on aspects of marine science, technology, resource management, engineering, policy-making and education that address some facet of ongoing or proposed international partnerships within or impacting the Pacific Rim. Specific highlighted session topics will range from climate change to marine debris, seaport engineering to coral reef ecology, marine fisheries management to sustainable energy production, and local community outreach to development of national and international policies related to the Pacific Ocean. In addition, poster presentations are welcomed in lieu of an oral presentation. PACON will also consider proposals for special sessions of linked presentations focused on the conference theme.

BACKGROUND INFORMATION:

PACON is dedicated to sharing scientific and technical information on the world's oceans and coastal regions to advance marine science and technology and its' utilization in ocean policy formation, and the sustainable development of the world's Oceans, through education and public programs. PACON was organized by a diverse group of scientists and engineers in 1982 to conduct international conferences on marine science, technology, and policy, specifically oriented towards Pacific Rim nations. These conferences attract scientists, engineers, technologists, policy-makers and students interested in advancing state-of-the-art marine science and technology, as well as its appropriate applications to the nations of the Pacific Rim.

PACON represents the interests of all nations and states of the Pacific Ocean. It recognizes that each has its own unique culture and challenges within its Exclusive Economic Zone, but that all Pacific Rim Nations share common resources and problems. PACON 2010 will serve as an outstanding vehicle for information exchange and developing international marine S&T partnerships among diverse groups from government, industry, and academia to address these critical regional challenges.

Gregory Milman, Ph. D.

Gregory Milman, Ph.D., is Director of the Office for Innovation and Special Programs in the National Institute of Allergy andInfectious Diseases (NIAID). He manages the $100 million NIAID small business programs and is acclaimed for his advice on NIH grant preparation and research funding.

Dr. Milman was Assistant Professor of Biochemistry at the University of California, Berkeley from 1970-1976, Associate Professor of Biochemistry and Immunology at Johns Hopkins University from 1976-1988, and visiting Professor in Honors at the University of Maryland College Park from 1997-2000. In 1985, he obtained NIH SBIR funding to start a biotechnology company focusing on viral diagnostics. From 1988-1999, Dr. Milman managed the NIAID $70 million basic AIDS research program. He established the NIH Centers for AIDS Research (CFARs) and the NIH AIDS Reagent Program. From 1997 to 2000, Dr. Milman organized the NIH Bioengineering Consortium (BECON) and acted as its first Executive Secretary. In 2000, Dr. Milman was on the NIH staff in President Clinton's White House Office of Science Policy.

Dr. Milman has served on the Board of Directors of the Biotechnology Industry Organization Council of Biotechnology Centers, the Maryland Governor's Commission on the Development of Advanced Technology Business, and the Advisory Board for the National Institute of Science and Technology (NIST) Advanced Technology Program (ATP).

The Hawaii State Science and Engineering Fair (HSSEF) is an enrichment program which stimulates interest in science and encourages entry into a science related career. Excellence of student achievement is recognized and rewarded. Students have the opportunity to interact with professional scientists and engineers in the program. Exhibits at school, district and state levels serve to educate the public about science and engineering.

HSSEF is the oldest and largest science education program in Hawaii. Over 7,000 students participate in the science fair program each year, with about 500 reaching the HSSEF. The state fair is truly a collaborative effort and could not happen without the dedication of hundreds of volunteers.

Applications are now being accepted for Hawaii-based company management teams who would like to present at the conference.

Who Should apply: To be considered, your company should have strong management, prior investment from angels or other sources, proprietary technology or a product with strong barriers to entry, and a realistic expectation of earning $25 million to $50 million in revenue in the next 5-7 years.

All applications will be carefully screened by a group of sophisticated investors and industry experts. Once an application is accepted, a network of qualified mentors will work closely with the CEO on the presentation prior to the conference.

Companies will be selected to present in one of three categories:

A two-minute elevator pitch critiqued by a panel of on-stage judges and presented in front of the audience.
A 10-minute company presentation critiqued by a panel of on-stage judges and presented in front of the audience.
Two or three companies will be selected to have a private one-on-one with a venture firm in a concurrent session during the afternoon of the conference.

There will also be a special session for University researchers/scientists to pitch their technologies to the panel of experts and receive feedback (more information coming soon ).

The decision on which companies are selected and in which category the company presents is made solely by the Screening Committee.

Lassner serves as VP for IT and CIO for the UH statewide system of public higher education comprised of 10 campuses and 6 education centers serving. Also as a member of the University's Graduate Faculty, Lassner has taught Computer Science, Business, Communication and Education and has served on the boards of a number of local, national and international organizations including Pacific Telecommunications Council, Hawaii High Technology Development Corporation, Hawaii Public Television and Hawaii Broadband Task Force.

Dator's specialization includes political futures studies, particularly forecasting new political institutions and the futures of law, education and technology. He is co-director, Space & Society Department, International Space University in Strasbourg, France, and is a fellow and member of the Executive Council of the World Academy of Art & Science, and served as secretary general / president of the World Futures Studies Federation from 1983 to 1993.

Prerequisites

This tutorial is geared towards programmers developing web applications, although others with an interest in web security or managing a group of web developers may benefit as well. A good understanding of web programming, preferably with some database programming experience, will be helpful. Familiarity with PHP, although not required, may be useful as examples covered will be PHP based.

About the Instructor

Mr. Robert Zakon is a technology consultant and developer who has been programming web applications since the Web's infancy, over 15 years ago. In addition to developing web applications for web sites receiving millions of daily hits, he works with organizations in an interim CTO capacity, and advises corporations, non-profits and government agencies on technology, information, and security architecture and infrastructure. Robert is a former Principal Engineer with MITRE's Information Security Center, CTO of an Internet consumer portal and application service provider, and Director of a university research lab. He is a Senior Member of the IEEE, and holds BS & MS degrees from Case Western Reserve University in Computer Engineering & Science with concentrations in Philosophy & Psychology. Strategic Program Planning
Planning a winning proposal requires developing ideas that are clear, significant and compelling. Your ideas must not only meet the criteria of a grant maker, but they must also demonstrate your in-depth knowledge about a grant maker. Effectively strategizing your proposal idea is what this workshop will emphasize.

Strategic Grant Research
Through interactive exercises, discussions, applicable research assignments and individual consultations, you will learn how to strategically identify appropriate funding agencies. This course will expose you to database applications, online research tools, as well as traditional publications that contain information about multiple grant opportunities. Once identified, you will learn how to initiate contact and cultivate effective relationships with potential grant makers.

The Business Plan (the business and products, and services): Don't know where to begin or understand how to use a business plan to grow your business? This will give you the basics. Mission statement, product services.

Four (4) ways to grow your business (the marketing plan): Discussion on strategies which will increase revenues, and decrease expenses.

Developing the Team (the management team): How do you hire the right person for the right job? How do you get your employees to care as much as you do?

Presented by Cherylle Morrow, this seven session series based on "QuickBooks" computer software was specifically designed to provide the small business owner with: an introductory look at computerized bookkeeping.

*Bank reconciliation
*GE tax vs. Sales tax
*Generating simple business reports

Attendees will participate in hands on projects, will have weekly homework assignments, and may arrange to attend weekly study sessions with the instructor..

George Benda is chairman and CEO of Chelsea Group, Ltd, a leading building science consulting firm founded in 1990. Benda oversees a team of engineers, architects, industrial hygienists, and building scientists in their consulting work. He has worked in advancing environmental sustainability and energy management in buildings, recovery of buildings and campuses from a wide range of disasters, and in delivering building science services that help optimize the physical asset value of client properties. Benda currently serves on the Board of Directors for the Building Owners and Managers Association Hawai‘i. Many businesses chose to "go solar" in 2008. For most, despite the obvious appeal of being perceived as "green," these decisions had to make financial sense in a context where, although the energy is free, the up-front investment needed to capture it is substantial. This course reveals the various ways that investments in solar energy make good business sense and how solar systems, which last for 25 years or more, pay for themselves in five years or less. The course reviews advantages and limitations of various state and federal tax incentives, discusses the different financing mechanisms, and examines business models that reduce and hedge operating costs.

Mark Duda is a founding partner with Distributed Energy Partners, LLC, Hawai‘i’s premier renewable energy design-build firm. (www.dephawaii.com). He is also president of the Hawai‘i Solar Energy Association, a board member of the Hawai‘i PV Coalition, a member of the Hawai‘i Energy Policy Forum, and a member of the Hawai‘i Clean Energy Initiative Energy Efficiency Working Group. In these roles he is a participant in legislative and regulatory efforts to expand the supply of renewable energy in Hawai‘i. Prior to focusing on energy issues, Mark was a consultant specializing in housing and mortgage market issues and a research analyst at Harvard University's Joint Center for Housing Studies.

The 8th Annual TechEnterprise will feature two technology development programs administered by HTDV and HREDV. Since 2004, HTDV funded 81 projects for over $17 million to Hawaii-based companies developing technology solutions for the Department of Navy and the Department of Defense (DoD). HTDV funded companies, DoD representatives and HTDV staff will provide information on how you can participate in this funding opportunity. The 2009 HTDV Request for Proposals will be announced at this event.

HREDV will detail the renewable energy initiatives in the state by the HREDV Technical Director, the State's Energy Program Administrator and representatives from the U.S. Department of Energy, U.S. Pacific Command and the Office of Naval Research. HREDV's mission is to identify, evaluate and/or demonstrate feasible energy options including the development and testing of technologies to create viable renewable energy systems and supportive policies to implement those systems in the State of Hawaii. Dave Kozuki - CEO People Bridge

Dave Kozuki is the founder and CEO of People Bridge, which develops Internet-based software for building neighborhood communities. People Bridge moved to Hawai'i from Silicon Valley in 2005. Prior to People Bridge, he was the VP of Business Development and Sales at PacifiCall, a developer of telecommunications software for mobile phones and PCs based in Palo Alto. At Sylantro of Campbell, Dave developed strategic alliances with domestic and international device manufacturers to interoperate with the Sylantro VoIP application server. As a program manager for the Net Generation group at IBM in Mountain View, Dave helped start the international Application Service Provider partner program ASP Prime. He ran a five-store retail chain as its president and held sales and marketing management positions with Sprint, IBM, and Pacific LightNet in Hawai'i. Dave graduated from UH Manoa with a BBA in Management Information Systems and Marketing.

Angela Keen - Manger Physician Services Straub Clinic & Hospital

Angela Keen spent 15 years on the news in Hawaii and retired from the industry recently. She spent nearly 12 years at KGMB-9 and most recently KHNL News 8. She is now the manager of physician services at Straub Clinic & Hospital. She recruits physicians for the hospital and its clinics. She manages the new referral department which provides a VIP service for people who need to see a physician or specialist at Straub. She is also the resident ambassador for Straub on twitter —often finding new physicians and helping patients.

Angela has been working in television news and radio since 1986 and was exposed to high tech and media via her Father who was also a communications geek. Angela now uses twitter as her broadcast! She’s been known to convert and mentor new twitters like Andy Bumatai, Lanai, and several of her former news colleagues.

My professional experiences run the gamut in technology. My educational background started in biomedical engineering with work experience in application programming and software design with a focus in health care. That shifted to management of a small programming department then a jump into broadcast technology.
Now I've started a new endeavor in developing the interactive presence of the oldest television station in Hawaii. This draws from all of my experiences as we've built the core product from open source software and fit the processes into the daily workflow of the station. My goal is to lead the station into the uncharted waters of the web and attempt to drive the entire Hawaii media market forward in new media while still holding onto the core values of KGMB9.

We are proud to partner with Hawaii Business magazine for the next Beer and Business event! This time we're going GREEN! Blue Planet Foundation and Sunetric will be strutting their eco-friendly initiatives while you enjoy free beer. AND we have some extras for you this time! There will be a silent auction put on by Blue Planet to support green energy awareness. Tyrie Jenkins will also be conducting free eye exams. If you get one you'll be entered to win a pair of Maui Jim sunglasses.

Beer and Business Nights are designed to bring together the Hawaii business community in a casual environment. We're helping local entrepreneurs, executives, and investors get to know each other over good drinks and good conversation.

We'll be hosting the next fabulous Beer and Business event at Hukilau Lounge right under the Executive Center downtown (1088 Bishop St.) on Tuesday, June 2nd from 5:30 pm to 8:30 pm.

After presentations we'll open up the stage for anyone to get up and talk for 60 seconds about anything they want. You got something to say, say it!

Today, we all rely on teams, collaborators and partners. Even simple tasks can turn into complicated projects that span time zones and weeks or months. Professional project managers are trained to handle these situations, speak the language and have expertise to apply to these situations. This PM101 Workhop is being offered to help "the rest of us" gain some insight and training on applying PM techniques in our daily professional lives. Project Management is a core competency for organizational change, and a critical personal skill for leaders and managers. AITP is offering a workshop in basic project management for its members that will be conducted by Glenn Hamamura, PMP, the principal consultant of Systems Excellence LLC. Systems Excellence LLC is a Project Management Institute (PMI) Registered Educational Provider (REP), and this workshop is registered with PMI. The project management training is based on the PMI PMBOK (Body of Knowledge), which provides a consistent framework and common vocabulary for all project based work. It will provide an industry standard knowledge base for the IT managers, which is used by Project Management Professionals (PMP) around the world. This 8 hour workshop focuses on the following key processes of project management, including project initiation, scope definition, time management, cost management, risk management, basic team management, project monitoring and control, and project closing. It consists of lecture and exercises. The in-class exercises help participants develop project planning skills in a classroom setting. At the end of the workshop, the participant will have a basic understanding of the elements of project management, and have in-class exposure to creating basic project planning documentation. The participant will be credited with 8 PDU’s (Professional Development Units) which can be used as part of the requirement for project management training if certification is later pursued.

Hawaii Women's Business Center is announcing "Thursday nights" Introductory Computerized Bookkeeping 101. Presented by Cherylle Morrow, this seven session series based on "QuickBooks" computer software was specifically designed to provide the small business owner with: an introductory look at computerized bookkeeping.

      The series will focus on:
      *Tracking business income and expenses
      *Bank reconciliation
      *GE tax vs. Sales tax
      *Generating simple business reports

Presented by Cherylle Morrow, this eight-session series based on "QuickBooks" computer software was created for the small business owner who requires a more comprehensive bookkeeping system customized for their existing business.

Topics covered include: inventory accounting, payroll options, job costing, issuing purchase orders, estimates, and creating detailed reports.

The energy infrastructure of Hawai'i is more dependent on petroleum than any other state's. Denise Konan shares analysis of the carbon intensity of Hawai'i's commercial and residential activities. Her study indicates "greening" the visitor sector, utilities, transportation, and residential buildings does more than help our environment, it can cut the long-run power costs and strengthen our economy.

This just in... Mark your calendar and attend this important FREE event because what you DON'T know, WILL hurt you...

The citizens group responsible for organizing April 15th's Tax Day Tea Party at the Hawaii State Capitol will be hosting a "Report Card on the 2009 State Legislature". Scheduled for THIS TUESDAY EVENING at the State Capitol Auditorium, Hawaii taxpayers are invited to gain detailed understanding of how well or how poorly their elected officials should be gradedon the just-ended 2009 state legislative session. Did they seriously tackle the big issues that affect everyday life? Did they reorganize Hawaii's massive state government to better reflect the public's most pressing priorities and economic realities or was the status quo preserved? What successed and failures will the 2009 Legislature be remembered for? How much bigger a bite will state government take out of everyone's pocket and did Hawaii become more unafforable?

Starting at 6 pm in the State Capitol Auditorium (basement level), various guest speakers and experts will discuss how well or how poorly the Legislature performed during the past five months. In the past few days, many are crying "Shame on the Legislature" because of the disconnect between what needed to be done and what was done instead; especially in light of Hawaii's economy and other challenges faced by citizens of the Aloha State; in light of the soaring size and cost of Hawaii's state government, the huge tax increases, the worsening statistics due to the economic slowdown; plus the already shocking statistics associated with Hawaii's cost of living, public education, business climate and more.

Among the statistics to be revealed and discussed: What tiny percentage of the state budget goes to directly assisting people in need, fixing roads, and solving social and economic problems -versus- the huge percentage which goes toward the enormous labor costs for paying state employees with salaries, benefits and retirement pay? You will be shocked by the answer to this last questiona and you will quickly realize why Hawaii's government never solves the same problems that we've faced decade after decade and why the demands for higher taxes were gladly met by career politicians at the State Capitol.

Plan to attend this wrap up to understand what the Legislators did to the Hawaii public during this session. Be there to find out HOW BAD it really is for the average working family and the averag business, and what you can do about it going forward. Also, because event organizers are equally concerned with county-wide issues, a short presentation will be made regarding the City and County of Honolulu and proposed property tax and other fee increases.

Every Hawaii resident is urged to attend this FREE Report Card event. In addition to the valuable presentations, event organizers (www.OvertaxedHawaii.com) promise time for public questions -PLUS- lots of hand out material to take home and consider.

Light refreshments will be served and free parking is available in the State Capitol garage (meters do not have to be fed).
